What should be done after accepting the invitation in the email? |
|
Reviewers can go to eGMS https://rfs.healthbureau.gov.hk/eGMS/ and login the eGMS. Go to Project >> Assigned Proposals (for reviewing proposals) or Project >> Assigned Projects (for reviewing final reports) Select the accepted proposal/ report and declare conflict of interest before reviewing the proposal/ report. |

Is there any due date for accepting an invitation? |

The invitation email is valid for 3 days, i.e. the “Accept” or “Not Accept” links will expire 3 days from the date of the invitation email (Hong Kong time). |

If I want to accept the invitation but the invitation has expired, what can I do? |
|
Reviewers can send an email request to egmsenquiry@healthbureau.gov.hk for RFS’ consideration. Due to the time constraint, RFS may not be able to extend the submission deadline for certain cases. |

How can reviewer declare conflict of interest? |
|
Go to Project >> Assigned Proposals (for reviewing proposals) or Project >> Assigned Projects (for reviewing final reports) Click the Reference Number of proposal/final report Click “ Declare Conflict of Interest”. After viewing the details of Applicant(s), select the relationship, if any, and click “Confirm”. |

What should reviewer do after declaring conflict of interest? |

If no conflict of interest is declared, Reviewer can continue to view proposal or download proposal for assessment. If conflict of interest has been declared, RFS confirm with the Reviewer by email on whether he/she can continue the assessment. |

Why reviewer cannot download the proposal? |
|
You may have not declared the conflict of interest yet, or are pending RFS’ confirmation after you have declared conflict of interest. |

What is the password of downloaded proposal? |
|
The password is set by reviewer. Reviewer has to enter a 6-character password when downloading the PDF file. Please use that password to open the downloaded file. |

Is it compulsory to submit the assessment via the eGMS? |
|
Yes. With effect from 8 September 2015, all assessment are submitted via the eGMS. If Reviewers have encountered difficulties, please send an email request to egmsenquiry@healthbureau.gov.hk for assistance. |

After completing the assessment, what should reviewer do to get the technical payment? How long should reviewer wait for the technical payment? |

An acknowledgement email will be sent to reviewer for updating his/her payment information in eGMS, normally within 4 weeks from the date of the completion of assessment. After updating the payment information, RFS will pass the information to finance unit to process the payment, which will take three to four months. RFS will let reviewer know when the bank draft is ready. |
